How to get my forum more active

Keep Advertising on as many sites as possible and try to give out offers to attract people. Advertise by Social Sites e.g Make a group called "Advertise It" on facebook and list all your announcements and updates on twitter.

I am the minority owner of this forum, and we are currently having some troubles with activity

We do advertise quite a bit, anything else you guys could suggest?

Forums are always inactive in september and the net is over-saturated with forums, you gotta make yours stand out.
