Content, theme, or activity?
Which do you think is more important to you when you visit a forum, the content, theme or activity of it?
I think that the content is. Without it there is nothing to read or reply to.

A balance is always good, I can't choose only one, because honestly whatever I choose if the other two are not pleasing enough it is way harder for me.
Content and activity are both important to me, Even if a board is active if I can't relate to its content, I feel out of place, on the contrary I love the people and posts but... last post was months ago. I will end up checking less and less often.
Theme is always easier for me to put aside when i am having fun already with the community.

There must be a certain amount of activity (hard to gauge, but it's there) to keep me treating the forum as a community rather than a resource to simply pore over the old topics of. As for theme, it is important to me insofar as it works to get me to the content and make it comfortable for me to get to it, and to read it. That said, content.

Its hard to get activity if the forums you advertise on don't branch off.

I think the activity really make's people want to join. The community could also play a role in it to.

Content, an amazing number of forums flop because the admin doesn't put in any work, there is nothing more disheartening than visiting a forum which has nothing to read, nothing to make you think, or want to respond to.
Admins job is not done once the board is set up, you have to keep posting daily especially in the early days, try to keep it fresh and interesting, but don't just post a topic, post it as a question, ask what people think of your opinion, encourage discussion, as more members come in and post you won't need to do it quite so much.

Definitely content. Good content leads to good activity. You can have bad activity, so that isn't so good.

I think for a forum it is a mixture of content and activity because if there is lots of content but nobody posting anymore it is no good but on the other hand if lots of people are posting but it is just spam then the forum will not be any good either.

it's hard to choose indeed. those three points made a forum a forum. ^^" everything is needed to make it an interesting forum.

Content FOR activity. The worst part is if a forum has loads of content but no-one posts in anything and thus people think the forum is inactive, starting a downward spiral...

I would choose activity from the three options given.
But i would actually see if the forum differs from the other ones in any way.
