Suggestions for getting people posting on my forums?

People have joined, and maybe posted once. And don't come back.
Some people join and don't even post. I don't understand why.. I have a variety of topics and forums..
Can you guys please help?

Host a contest or something exciting, Make sure to always create topics where it gives users an option to post
Also, Send out newsletters often to the users making sure to tell them about the contest

You need to have a source of attraction .
Add a sharing forum in it .. Here people can share there themes , images ,ringtones etc .. Need a demo ?
