PHPBB3 hierarchy

Hi, this is the forum I'm working on:

There are two different categories there, but they are not showing up as categories. How do you make them show up as categories?

Manage Forum> To the Bottom right, you will see 'Create Forum'>Put in the necessary info and set permissions and click create

Now, that is a category, then to create a forum inside that, then

Manage Forums> Click your category you created and then click on 'Create Forum' fill the necessary sections and set permissions!
