Cloud doesn`t look at her because she is not that one for him. If I remember right, his love died in the game. But than again... Maybe I`m wrong.

his love? you're talking about Aerith, I believe. ^^
as far as I know, the reason why Cloud left Nibelheim (their home town) is to become a SOLDIER to impress Tifa. he seems to fall in love with Aerith later on, though. and he still remembers her even until now.

but I could be wrong too. ^^
